Are you able to boot your version of MS Windows in Safe Mode -- or its equivalent, assuming it's still a feature, or hasn't been renamed? Then, once again attempt to run MPE.

I have 2 android devices. One runs android 4.2 and the other is a phone that runs android 2.3.4. I discovered that local calendars can apparently only be created by Business Calendar in android 4.0 or later. (Is there any trick to get around that?)

If the user who's not running MS Outlook wants to control sync direction, simply create an iCal file, sync to that, and you then have full control over the sync direction between that file to the PC and to the phone ...
