After a recent MS Office update I experienced the same problem: Outlook when starting is missing something from the MPE (1.8.7) installation.
The suggestion about the Nightly version update does not solve this behaviour.
I use: Wiondows 10 Pro, MS Office 2010, Nexus 5 with Android 6.* and MPE 1.8.7 ...
