Syncing Phone Records

Have accumulated many duplicate phone records on phone and My Explorer. So deleted all unnecessary data on laptop as easier to do. So have list of records with crosses showing. Then synced edited list to Samsung S8 phone. The sync firstly download all the records from the phone to the laptop now giving triplicate records and then proceeded to load all of those records back on to the phone. So now triplicate on both.
As a sync is required to delete records how to delete records on laptop without a sync (what if I did not have a mobile phone?) to create a clean list?

Excellent question! After purchasing the Samsung 8 Plus, I found MPE 1.8.8. My Outlook 2013 had about 3,500 contacts. I now have over 29,000!
