new contacts in Phone not updating Outlook on PC

Having issue where new Contacts I added on the phone, a Samsung Galaxy S5, have stopped showing up in the Sync, and thus updating to the desktop PC, Windows 7 with Outlook 2013.

The sync'd have been fine for many months, both ways, if I add new contact on PC, it shows to validate then updates phone. In past, if I added on phone, it would show to validate, then update the PC.

It still find new contacts on the PC and goes to update the phone in a sync.
But it does not see new contacts on the phone, so does not add them to the PC.

Any thoughts ?
