Bug when syncing contacts with Outlook 2013 and Outlook.com

This is a weird bug, either on Outlook 2013 or MyPhoneExplorer side. The sync between Android, MyPhoneExplorer, and Outlook 2013 works well, however the contacts synced are not uploaded from Outlook 2013 to my Outlook.com account.

Basically, any contact created or deleted from Outlook 2013 syncs without a problem with Outlook.com, but contacts changed on the phone and synced to Outlook 2013 through MyPhoneExplorer are ignored and not synced to Outlook.com. I just noticed this issue, but I don't know for how long it's been going on.
