UI unicode support on Windows 10

Hi.
I just found a bug related to UI on Windows 10 - MPE doesn't work properly with national languages. Steps to reproduce are below:
On a Windows 10 x64 RUS:
1. Set sustem default language for NON-UNICODE programs to English
2. Install the latest MPE
3. In MPE switch to Russian UI
Result you will just see something like "??? ?? ????? ??? ???????? ??? ? ?????".
4. Switch back to English UI
5. Create a folder on PC disk with russian name
6. In MPE configue a sync files job
7. In field "source folder" specify path to the folder from (6).
8. In field "title" specify job name in russian
9. Save jobs.
10. Open sync file jobs for modification
Result - russian encoding will be damaged.
This is problem due to (1). I have to keep delault language for non-unicode programs as English. It is due to a system bug.
Need fix or workarround for this.
