Syncing with Outlook always fails but without errors message

HTC One / MPE client current.
Windows 10 Desktop; Outlook 2003 / MPE server current.
~2800 contacts to sync.

Repeatedly,
when I sync_both, I get "~40 entries will be deleted" and "~17 entries will be edited."

All deletions are to be on the phone. However, I do not allow any deletions since I have checked Outlook and found that the entries shown on the phone do not exist in Outlook and I want the phone entries copied to Outlook, not deleted. So. I manually change all the ~40 actions from delete on phone to copy to Outlook.

All of the edits are from phone to outlook. I make no changes here.

After I OK the sync_both and it is processed, none of the edits are made and none of the copies to Outlook are made either, In other words, no changes are made. This can be repeated over and over, with the same result.

I would be very interested in any thoughts any of you might have.
