At least in Outlook 2003 you can. Then Outlook creates the annual recurring event in the calendar for you.

Ummm...I don't think Outlook contacts have time zones.

The options to confirm syncing are to copy to the phone, copy from the phone, or never sync this item again. Can we get a simple "Don't sync item this time" option? Sometimes I want to do a little more research to decide which version to keep, but I'm in a hurry and don't have time to check right ...
