I have same issue. I'm syncing Outlook 2013 (PC) MPE v1.074 (Galaxy S8+). When I use MPE desktop client v1.8.12, there is no problem syncing all day events. I tested MPE desktop client v1.8.13/v1.8.14/v1.8.15 and I get the 1 day shift for all day events in each of the desktop versions after 1.8.12 ...
