Never had this issue on my development phones but i know it happens often. Are you using any SMS replacement apps ?
I think Facebook Messenger is an SMS replacement app, but I deactivated the funct ... |

I've tried both, and it does not make a difference.

enabling confirmation window, syncing, and then disabling again,
