MPE will not sync after moving from 32-bit to 64-bit Windows

Using MPE 1.8.6 and MPE Client 1.0.34 on Samsung Galaxy S5
MPE will not sync after moving from Windows 7 32-bit to Windows 7 64-bit; worked fine on 32-bit.

On attempting to connect via fixed IP address (WiFi)
Error...
Connection to the phone could not be established:
Connection to 192.168.1.84 failed!

I verified via the Samsung phone's Settings that 192.168.1.84 is the correct IP address.

On attempting to sync via USB:
Error...
Connection to the phone could not be established:
Access denied! Please confirm the security message on your phone!

There is no message on the phone.

When attempting to sync MyPhoneExplorer with Samsung Galaxy S5 via Autodetect:
Error:
Obex protocol could not be initialized!
Obex Errorcode 00 - Phone didn't answer, Timeout

First, a little correction on the history of the problem:
After my initial post here I remembered I did get MPE Desktop to sync with the phone a few times on the first day after setting up the new system board, processor, etc. on 64-bit Windows 7. MPE idiopathically stopped synchronizing with the phone after the first day although I could browse the phone's storage media through Windows Explorer.

Here's what seems to have fixed it and I hope it holds:
I uninstalled MPE Client from the Galaxy S5 and side-loaded what I thought was the latest MPE Client. On first attempt to run the newly-installed MPE Client, it asked if I wanted to upgrade to the latest edition, which I did do. It seems to sync okay now, by both WiFi and USB.
