cannot connect via wi-fi with static IP

I have used MPE with a Galaxy S5 for a long time. I have changed to a Galaxy S9+. MPE has connected to my phone a couple times, but usually I get the message "Connection to phone could not be established: Connection to 192.168.2.90 failed!" I have verified in the phone's MPE app that it is connected with that IP address on the same network my computer is on.

I have disabled Windows Defender firewall, both public and private networks. I have disabled my other anti-virus software (MalwareBytes).

I can tell when it will not connect because the green bar expands to the right more slowly than when it does connect. I believe it has connected only three times. I have tried many, many times.

I am running Windows 10, 64 bit, all updates installed.

Kernel version: 4.9.65

Any suggestions will be appreciated, especially if they work!

Maybe you can make a new user , I did it for a lookalike problem and solved it that way
