You have the correct a Typo in the Swedish language file.

Find the file in C:\Program Files\MyPhoneExplorer\languages\Svenska.lng

Open it in Notepad
Change these:

City=Region
State=Stad

into

City=Stad
State=Region

Save it.
Now the Phonebook is correct in MPE.
