MyLocalAccount contacts disappeared after Safe Mode

After entering safe mode (Moto G5, Android 8.1, NOT rooted) and then rebooting into normal mode I discovered the "Local contacts" were gone.

The google account contacts were still present (all 3 of them!),

The "Local contacts" account was still present but it says "No contacts in this account".

Looking at old sms messages, the telephone numbers appear with no names, if you then click on the phone icon at the top of the message, to call that number a screen pops up with that contact's name, so the information is still on the phone, but somehow not surfacing in the contacts app.

I suspect it is something to do with safe mode losing account information (based on the "Tip" at the bottom of this page: https://support.motorola.com/us/en/solution/MS116299)

Any suggestions please?

I am experiencing the same problem. Last night I booted my Pixel into safe mode and then back into normal and all my contacts from MyLocalAccount are missing. It is running Android version 10.

I've been researching this all day and have spent hours without any success.
Does anyone have any suggestions?
