As far as I'm aware this is the correct behaviour. The first 'touch' sets off MPE in the background so that your PC can connect with it, no need for it to come up in the foreground most of the time, and the second 'touch' brings it open in the foreground so that you can check/change settings.

Is that what happens on your phone? On mine this has always been the situation.
