I tested this on 2 phones in 2 different MPE profiles. When I create an all day event in my android phone (droid os 8 or droid os 13) the event syncs to outlook, not as an all day event (and not with the all day event box checked) but syncs as a 12am - 12am event. However when I create an all day event in outlook, it syncs to my phone(s) just fine.
Furthermore, If I create an all day appointment in my phone (and get the usual non all day sync to outlook) you can go back into the phone, edit the appointment, turn off all day, then simply turn on all day button again....now it sync just fine.
Running MPE phone client version 2.8 and pc version 2.0

I thought it might be that as well so how I tested was once I created an all day appointment, I went into the raw android calendar that comes stock on my samsung s7 and found that indeed, the all day box is checked. Same with my brand new pixel 7 running droid 13.
